Getting a fix on rates for credit cards (Los Angeles Times)

Dear Liz: In 1999, I opened a MasterCard account with Capital One. It had no annual fee and a fixed 9.9% interest rate. Recently, the company notified me that the terms were being changed to a much higher variable rate. I have never exceeded my credit line and have never missed or made a late payment. Is this legal?
